Invitation

The competition is being promoted by Community Gateway Association and supported by the RIBA Competitions Office. The competition seeks submissions for a two stage competition for the design of a new social housing scheme for a city centre site in Preston Lancashire.

Eligibility

The competition is open to all qualified architects and to architect-led multi-disciplinary teams.

Intention to build

It is the intention, funding permitting, to commission the author of the winning scheme to develop and implement their winning design working in association with Community Gateway Association.

In the event that no scheme meets the requirements set out in this Competition Brief, the Promoters reserve the right not to proceed beyond the competition stage.

Budget

A budget of £1.1million (inclusive of VAT) will be available to implement the capital works of the winning design.

Timetable

The timetable for the competition (subject to change) is as follows:

Competition launch and brief available: Week commencing 31st August 2009
Site visit: Week commencing 21st September
Question deadline: Friday 25th September
Answers to questions: Wednesday 30th September
Submission of designs: Wednesday 21st October
First stage Assessment:  Week commencing 2nd November
Announce shortlist: Week commencing 9th November
Provide feedback to shortlisted teams: Week commencing 16th November
Final Interviews: Week commencing 7th December
Result: Week commencing 14th December

Site visit

An organised site visit will take place to allow competitors an opportunity to have an escorted trip around the site.  The session will be hosted by staff from Community Gateway Association. Competitors wishing to have further information about this visit, due to take place during the week of 21st September should contact the RIBA Competitions Office.  It is important that those wishing to attend make contact with the RIBA so that we have an indication of numbers.  Anyone wishing to visit the site independently may do so at any time but competitors are asked to respect local residents when taking photographs etc.  

Questions

Any questions which competitors wish to ask must be sent in written form to the RIBA Competitions Office to arrive before 2pm on Friday 25th September. Responses to questions will be posted on this website during the w/c 28th September.  Only written questions will be answered.

Honoraria

Each team invited to take part in the second phase of this competition will receive a payment of £3000.  Whilst the second phase will not involve additional design work, teams will be asked to attend an interview to discuss and expand on the ideas they submitted in stage one.  They will be provided with written feedback from the assessment panel on their first stage submission and be asked to address any issues this document raises.

Assessment Criteria at Stage 1

The design proposals will be gauged against the following criteria:

Stage 2

At Stage 2, anonymity will be lifted and the shortlisted designers will be invited to present their design proposals to the Jury Panel at a final interview.  It is anticipated that these interviews will be held in Preston during week commencing 7th December.

Teams will also be required to provide further information about the team and demonstrate that they will be able to have the capacity and resources to deliver the project.  Competitors should bear this requirement in mind from the outset.

Anonymity

Stage 1 design submissions should be submitted without name, motif or distinguishing marks of any kind and be accompanied by a signed declaration form (available from the Competitions Office) and contained in a plain envelope.  

A number will be placed on each drawing and on the accompanying report and envelope contained in each package, and envelopes will not be opened until after the selection of the shortlist has been made. 

All competitors will need to satisfy the Competition Promoters that the proposals submitted are original pieces of work and that he/she is the bona fide author of the design he/she has submitted.

Anonymity will be lifted at Stage Two of the competition.  Up to 4 competitors will be invited to articulate their design concepts and discuss the financial viability of their proposals at a final interview.

Copyright

The ownership of Copyright will be in accordance with the Copyright, Designs and Patents Act 1988.  The Promoters reserve the right to exhibit or publish all entries without cost.  The Promoters may choose to retain all entries.

Announcement of Award

The competition results will be published after notification has been given to all participating competitors.  The Promoters and the RIBA reserve the right to publicise the competition, any design submission and the result in any way or medium they consider fit.
